Are there any "easily accessible" solder pads on the plug PCB to reprogram the ESP32-C3 module on these units.

If not, is there a way to non-destructively remove the bottom plastic plate so I can access the contacts of the module from underneath the PCB?

The ESP32-C3 US Plug V3 should have accessible UART pads for programming, typically marked as TX, RX, GND, and 3V3. If not exposed, you may need to locate them using a multimeter. Some versions require boot mode activation by grounding GPIO9 during flashing. For more resources, check toonkor.
